Overview

Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties. This is an Air Reserve Technician (ART) Officer position located at 10 AIR FORCE with the military rank of Lt Col, AFSC: 021R4. Specialized Experience

Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include knowledge of a wide range of concepts, principles, practices, procedures, regulations and laws applicable to DoD, AF, MAJCOM exercises, contingency and war planning strategies and which can be used to interpret guidelines into specific exercise scenarios and plans. NOTE: Must be reflected in your resume.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS- 11 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

Knowledge, Skills and Abilities (KSAs)

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of NAF level plans and programs for conducting operational readiness or similar operations.
  2. Knowledge of military command structure, missions, programs and organizational relationships and program goals and objectives, management and organizational techniques, exercises planning and processes for use in a variety of analytical force readiness evaluations and studies.
  3. Knowledge of military operational principles, practices, and organization; ability to recognize the interrelationships of the various aspects of exercise planning; and, skill in integrating and analyzing such information in order to evaluate and make appropriate recommendations as well as to report on the status of events.
  4. Knowledge of the functionality of transportation systems (i.e., DCAPES, JOPES, SORTS, etc.) and other systems which interface/relate to this system to effectively manage readiness exercise planning data.
  5. Skill in designing and conducting comprehensive exercise scenarios and studies; and preparing solutions and important, military operational and contingency areas.
  6. Ability to communicate effectively both orally and in writing and maintain good working relationships.
Other Significant Facts
  1. This is an Air Reserve Technician (ART) Officer position, and an NAF key management position in which the incumbent may be required to participate with the command to formulate, determine or influence policies of the assigned units.
  2. The incumbent's regular assignments are primarily ART; however, the incumbent is assigned non-ART duties not to exceed 30 percent of total responsibilities. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice.
  3. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TOY).
  4. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC.
  5. Must possess a high degree of tact and diplomacy and demonstrate leadership and managerial abilities. Incumbent will be required to maintain effective relationships.
  6. The incumbent may be required to work outside of normal duty hours to accommodate mission requirements.
Part-Time or Unpaid Experience

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
