Airswift is looking for a DOT Compliance Manager to work for a major LNG/pipeline project in Houston, TX, for an initial 2-year assignment likely to be extended.

The DOT compliance manager for the Pipeline 200 (a FERC-regulated pipeline) is responsible for ensuring the pipeline's compliance with DOT regulations (specifically 49 CFR Part 191, 192, 195, and 199) and FERC guidelines.

This role will focus on safety, security, and regulatory adherence from pipeline construction through operation and maintenance.

Purpose

The DOT compliance manager acts as the bridge between the Company (operator) and federal regulatory agencies, ensuring that the project is built and operated in a safe and compliant manner.

During construction, the manager ensures adherence to federal safety regulations and permits, particularly those managed by PHMSA within DOT.

Post-construction, the manager oversees the DOT pipeline compliance program for all Woodside midstream pipelines and personnel responsible for pipeline safety compliance, working with project teams, SMEs, and other departments.

This role leads and develops the DOT compliance program, including record requirements, reporting, and data management.

Responsibilities

• Provide leadership to ensure compliance with DOT Pipeline Safety regulations (PHMSA).
• Ensure implementation of regulations during design and construction.
• Manage reporting, record-keeping, and compliance documentation.
• Develop and maintain pipeline compliance auditing programs.
• Guide field personnel in auditing practices.
• Manage systems to demonstrate DOT compliance per Title 49, Part 192.
• Stay updated on federal and state DOT regulation changes.
• Support QA efforts for DOT compliance programs.
• Develop and maintain training procedures.
• Oversee external audits and inspections.
• Manage DOT compliance field personnel and training.
• Respond to audit issues and develop regulatory interpretations.
• Monitor PHMSA alerts and ensure policy compliance.
• Recommend process improvements to enhance compliance.

Skills

• Expert in 49 CFR Parts 191, 192, 195, 199.
• Knowledge of DOT pipeline safety standards and FERC regulations.
• Experience with pipeline operations and safety reporting.
• Developing and maintaining pipeline safety management systems.
• Training development and delivery skills.

Experience

• Minimum 15 years in a similar role.
• Deep knowledge of relevant CFR parts and FERC regulations.
• Experience with pipeline safety standards and permits.
• Familiarity with FERC and DOT compliance processes.

HSEQ

• Ensure compliance with HSSE policies and standards.
• Participate in integrity management and safety programs.
